Same as cursor() but uses the specified column number as the
character index instead of the byte index in the line.
Example: With the text "여보세요" in line 4:
call setcursorcharpos(4, 3)
positions the cursor on the third character '세'.
call cursor(4, 3)
positions the cursor on the first character '여'.
Can also be used as a method:
GetCursorPos()->setcursorcharpos()
