Returns the OAuth configuration for GitLab.

Requires --allow-env[=GITLAB_CLIENT_ID,GITLAB_CLIENT_SECRET] permissions and environment variables:

  1. GITLAB_CLIENT_ID
  2. GITLAB_CLIENT_SECRET
