Functions

f fileURLToPath	This function ensures the correct decodings of percent-encoded characters as well as ensuring a cross-platform valid absolute path string.
f format	The URL object has both a `toString()` method and `href` property that return string serializations of the URL. These are not, however, customizable in any way. This method allows for basic customization of the output.
f pathToFileURL	This function ensures that `filepath` is resolved absolutely, and that the URL control characters are correctly encoded when converting into a File URL.
