Create a promise which will be rejected with DeadlineError when a given delay is exceeded.

Note: Prefer to use AbortSignal.timeout instead for the APIs that accept AbortSignal.

const delayedPromise = delay(1000);
// Below throws `DeadlineError` after 10 ms
