This file was copied from https://github.com/rbuckton/reflect-metadata/blob/v0.1.12/Reflect.ts and slightly modified to fix all type errors that Deno reported.

Additionally, the export keyword was added to the Reflect namespace to be actually able to import and use the module in Deno.
